The Verkhovna Rada of Ukraine shall scrutinize the motions of the President of Ukraine regarding the Tax Code and adopt the Law in a new version.

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made this statement in the interview to "Vid Pershoyi Osoby" program (Era Radio) on 1 December.

"Overcoming the veto is not the point. The question is that the Law will be adopted with the President´s motions," V.Lytvyn stated. "The Verkhovna Rada is actually doomed to consider the motions of the President; otherwise, adoption of the Budget for 2011 will be problematic."

"This budget shall be adopted on the new budgetary principles. Otherwise, the state will face the problems fulfilling the social obligations; financial support of pensions and the welfare sector will present a problem," the Head of the Parliament admitted.

V.Lytvyn reminded that the Code was being scrutinized by the President of Ukraine, which could last for two weeks. "The President resolved to impose a veto, so we expect to receive the President´s motions tomorrow. Then the Committee can hold its meeting and finalize the document to be considered in the session hall on Friday. We can no longer procrastinate, as the State budget shall be adopted," the Head of the Parliament stated.

V.Lytvyn admitted that the Tax Code is imperfect and fails to settle the issues of those working under a simplified taxation system. However, it regulates the tax administration system. "The available foundation lets us improve the document," the Chairman of The Verkhovna Rada stressed. "The mere claims that everything is wrong do not solve the problem. Improvements should be suggested," he stated.

"This act is not ordinary, and, naturally, has a wide public response. There were many reasons for the President to sing the document and then refer his motions to The Verkhovna Rada. Still, a complicated and responsible resolution was passed. The authorities shall admit their mistakes," V.Lytvyn supposes.
